If you obtain a Japanse driving licence is it legitimate in other countries - e.g. England ?

I would hazard to guess no. Its in Japanese which is the main issue. Generally only licenses printed in the same language are usable o/s. So Australian in the USA is ok.

It maybe convertable though like the Australian is to Japan.

A Japanese license is not valid outside of Japan... just go to your local RTA with your J-license and get an International license issued.

Japanese license was presented to the driving agency in UK and was issued a UK license.
Before we left Japan we went to the local AA and had the license translated into English.
