3G phones

Does anyone know if I can get a Japanese sim card--Japanese service contract for a 3G phone I purchase in Hong Kong.
I know the HK service will work worldwide, that is not the problem. I would like to avoid roaming charges when spending long periods of time in Tokyo. I hoped I could switch 2 sim cards back and forth, will that work?
