Hotel function room

I need to organize a company event in Tokyo and now in the process getting quotation from various hotels. Wonder if it is the normal practice for room rental apart from per head F&B cost? In HK, the room charge would normally absorbed into the per head cost. Can anyone tell me about this. It is kind of difficult to arrange this in overseas.
